P421-M cash grant released to 4Ps beneficiaries in 2018

SAN JOSE DE BUENAVISTA, Antique -- A total of PHP421,793,100 in cash grant was paid to Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries in Antique by the Department of Social Welfare and Development (DSWD) in 2018.

Jeffrey Gabucay, 4Ps provincial link in Antique, said in an interview Friday that as of last December 4, there were 26,962 active beneficiary households in the province.

“Of the 26,962 total active household beneficiaries in Antique, there were only 335 households covered by the Modified Conditional Cash Transfer (MCCT),” he said.

The MCCT covers families not listed in the regular CCT because they are homeless or Indigenous Peoples (IP) households in geographically isolated and disadvantaged areas (GIDA).

He cited that in terms of compliance to conditions set by the department, a high compliance rate in terms of the attendance of three- to five-year-old children at the Day Care Center or Pre-School has been noted.

The highest compliance was during the monitoring period of February to March 2018 with 94.15 percent or 612 children attending their classes out of the 650 eligible children.

There was also high compliance rating noted for primary and secondary or six- to 14-year-old and 15- to 18-year-old children of beneficiaries in terms of education.

Gabucay, however, said that despite the high rating, there are still problems, such as the lack of interest and cutting classes among the students. Thus, they could not fulfill the 100-percent compliance in terms of the education conditionality.

For the health aspect, the highest rating was that of last August to September 2018 monitoring where there was 96.61 percent compliance in terms of check-up and immunization of zero to five-year-old children and 99.18 percent in the deworming of six- to 14-year-old pupils.

Household beneficiaries that failed to comply said that no one could accompany their children to visit the health center. Also, other beneficiaries have fear of immunization, death in the family or have moved to another address.

The municipal link has been instructed to conduct home visitation or thorough counseling to the parents and children who have lost interest in school, and encourage parents to take their children for a visit to health facilities because of the benefit of free health services that they could avail of.
